It makes the wax amphiphilic. Natural beeswax is almost entirely lipophilic, so it structures an oil phase but has little affinity for water and cannot emulsify. Grafting polyethylene glycol chains onto part of the wax creates molecules with a wax backbone and a hydrophilic end, so the modified wax sits at the oil-water interface and emulsifies as well as thickens.

Does PEG-8 beeswax replace a separate emulsifier?
In many formulations it can, which is the point of using it. A cream can be built around the beeswax itself rather than requiring a dedicated emulsifier alongside it, and the result is a lighter, smoother, less occlusive texture than the traditional beeswax and borax cold cream, with better water uptake and improved stability.

Can it make both water-in-oil and oil-in-water emulsions?
Yes, both are achievable depending on the phase ratio, the processing and any co-emulsifier used. That flexibility is one of its attractions, though as with any emulsifier the system should be developed and stability tested rather than assumed. Its partial lipophilic character means it favours water-in-oil systems somewhat more readily.

Is PEG-8 beeswax suitable for PEG-free positioning?
No. The PEG chain is the functional part of the molecule, so it cannot be used where a PEG-free claim is being made. Formulations requiring that positioning should use unmodified beeswax with a separate non-PEG emulsifier, or a polyglycerol ester system, which achieves comparable hydrophilic character without ethoxylation.
