      1

What is ethoxydiglycol and is it the same as DE?

Yes. Ethoxydiglycol is the INCI name for diethylene glycol monoethyl ether, CAS 111-90-0, used on cosmetic ingredient declarations. DE and carbitol are the industrial names for the same substance. Cosmetic grade is specified to tighter purity requirements than industrial grade, so the grade should be stated at enquiry.
      2

Why is it used as a penetration enhancer in cosmetics?

It fluidises the lipids between skin cells, increasing the rate at which actives cross the stratum corneum. That is exploited deliberately in self-tanning products, acne treatments, hair colourants and anti-ageing serums where the active must reach the living layers. The effect should be assessed rather than assumed neutral, since it enhances penetration of everything present, not only the intended active.
      3

What makes DE useful as an industrial solvent?

It is fully water-miscible with a high boiling point and mild odour, so it functions as a high-boiling coupler in systems that must stay wet and must hold oil-soluble and water-soluble components together over time rather than during a brief flash-off. It is also a good solvent for dyes and resins.
      4

Is DE subject to the restrictions applied to short-chain glycol ethers?

No. The reproductive toxicity classification applied to EM, EE and their acetates reflects a metabolic route the extended diethylene backbone does not follow. DE is widely used in cosmetics, which would not be the case otherwise. Its own classification should still be confirmed for the destination market.
